The Federal Government has officially launched the implementation of the Dual Mandate Policy across all Federal Colleges of Education (FCOEs), allowing them to award both the Nigeria Certificate in Education (NCE) and Bachelor’s Degrees in Education.

This development follows the signing of the Federal Colleges of Education Act, 2023, by President Bola Ahmed Tinubu. According to the Federal Ministry of Education’s Director of Press, Folasade Boriowo.

Education Minister Dr. Tunji Alausa, speaking in Abuja on Friday, described the rollout as “a progressive step” in revitalizing the nation’s education sector. “The Dual Mandate Policy represents not just a reform but a revolution in teacher preparation,” Alausa said. “It empowers institutions, broadens access, and enhances classroom quality nationwide.”

Under the new law, any FCOE that meets the National Universities Commission (NUC) standards is eligible to operate under the dual mandate regardless of when the institution was established.
